Servicing of life saving appliances

Accidents with lifeboats during launching and recovering

Lifeboats are normally launched and recovered by special launching appliances. Most critical is the release mechanism, which connects the lifeboat with the falls. The release mechanism is designed to avoid premature release of the boat during launching, must however enable an on-load release in case of emergency.


International safety provisions for launching and recovery arrangements of lifeboats

In recent years numerous severe accidents have been caused by premature release of lifeboats from great heights. The  International Maritime Organization (IMO) has therefore amended its requirements on launching and recovery  arrangements. By resolution MSC.320(89) paragraphs 4.4.7.6.4 to 4.4.7.6.6  of the Life Saving Appliances-Code (LSA-Code) have been amended to include new provisions for on-load release gear. Ships not complying with these new provisions must, according to resolution MSC.317(89),  be refitted for the first scheduled dry-docking after 1 July 2014, in no case later than 1 July 2019. Existing release gear already complying with the amended LSA-Code, needs not to be replaced.

Approval of servicing stations for launching appliances as a contribution to ship safety

Insufficient or incompetent maintenance of lifeboats, launching appliances and on-load release gear increases the risk of serious or even fatal accidents on board. Therefore the ship safety division of the BG-Verkehr monitors compliance with the relevant legal provisions by scrutinising and approving servicing stations. Approved companies are certified with a "Bescheinigung über die Autorisierung als Dienstleister für Rettungsboote, Aussetzvorrichtungen und unter Last auslösbaren Heißhaken".

Legal bases for scrutinising servicing stations

Servicing stations for lifeboats, launching appliances and on-load release gear must comply with the following legal instruments:

  1. the International Convention for the Safety of Life at Sea, 1974  (SOLAS),
  2.  MSC.1-Circular 1277 from 23.05.2008,
  3. MSC.1-Circular 1206 Rev. 1, and
  4. the German Ship Safety Ordinance.
