Flag State, classification societies

According to the International Convention on the Law of the Sea every state is responsible for the ships flying its flag. Germany as a flag state takes its responsibility for safety as well as for working and living conditions on its seagoing ships very seriously. Different from other flags, it employs its state-run administration rather than private companies to ensure that requirements are complied with. Only in a few areas, e.g. surveys of ships abroad, are private companies (classification societies) authorized to act on behalf of the German administration. The flag state administration supervises classification societies acting on its behalf.
